Under the general direction of the City Planner, provides the public with information and assistance on planning matters such as zoning, site plans, conditional uses and signs. Conducts field studies and surveys to collect original research data for planning projects.  Designs and drafts graphs, charts, maps, photographs and other illustrative material. Analyzes proposed projects, prepares recommendations for consideration by other staff members and the Planning Commission. Acts as a technical assistant to various boards and commissions. 



City Planner



  • Interprets the City's development related ordinances and policies in the review of development applications and in response to inquiries from the general public.
  • Assists applicants in the processing of and reviews development applications through the Community Development Department.
  • Assists in the processing of building permits, film permits, sign permits and business licenses.
  • Inspects development projects for compliance with approved plans and zoning requirements.
  • Staffs the Community Development counter to answer questions concerning planning, building, engineering and development related issues.
  • Prepares staff reports and recommendations on development requests of limited complexity to boards and commissions.
  • Provides staff support to elected and appointed officials, e.g., City Council, Planning Commission, and others, in matters relating to planning and development.
  • Assists in the preparation of ordinance amendments and long-range plans, including coordination with consultants and committees.
  • Attends evening meetings as required.
  • Builds and maintains positive working relationships with co-workers, other City employees, other agencies and the public using principles of good customer service.
  • Performs other duties as directed (duties are not limited to those listed above).



  1. Education and Experience: Bachelors' Degree in urban planning, geography, architecture, public administration or closely related field; plus one to two years of progressively responsible experience in city planning, community development, economic development or any combination of education and experience providing the required knowledge, skills and abilities. Or an equivalent combination of education and experience.


  1. Special Qualifications: Possess and Maintain a valid Utah Class D Driver License with periodic verification by the City.


  1. Knowledge, Skills and Abilities:
  • Thorough knowledge of the principles and practices of city planning.
  • Must possess strong written and oral communication skills.
  • Ability to learn and consistently interpret complex regulations.
  • Must possess solid personal organization and work load management skills.
  • Must be able to collect, organize, and analyze information; and convert it into clear, concise reports.
  • Must be able to develop and present clear and concise presentations.
  • Knowledge and ability to apply word processing, spreadsheets and other personal computer applications.
  • Must be able to work effectively with City staff and representatives of other organizations to accomplish shared and multi-disciplinary tasks.
  • Ability to meet expected deadlines and attain measurable results as defined by the Community Development Director.


  1. Working Conditions: Employee(s) in this position perform in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting and reaching. Talking, hearing and seeing required in the normal course of performing the job. Common eye, hand, finger dexterity required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking and creative problem solving. Periodic local travel required in course of performing portions of job functions. Considerable exposure to stress as a result of human behavior, frequent deadlines, and the general demands of the position.
